Rwanda's board is set by one house, and it treats every price alike
Nearly every best price on Rwanda's opening-weekend board comes from the same place, and unusually for a market with a clear leader, the leader is also the cheapest.
Fortebet holds the top number on almost every outcome available this weekend and posts the lowest average cost in the market while doing it. The obvious price and the best price are the same price.
It also does something few houses do: it treats a long shot almost as well as it treats a favourite. The gap between those two is under three points, which is mild by any standard.
The default price and the best price are the same number here, which is not how most markets work.

The best available price on each result, the house holding it, and the market's own read on the match once margin is removed.

Hull City against Manchester United is the tightest board of the round, with the visitors a 70% chance, and Ipswich against Sunderland the widest, which is the reverse of the usual pattern where the open match attracts the keenest pricing.
That reversal is what a single-house board looks like. Without competition pushing prices together on the matches people care about, the spread follows the model rather than the money.
What each market costs
Margin is what the odds carry above a fair book. Rwanda's three markets sit closer together than most boards manage.

None of the three falls as far under comparison as it would in a market with several houses pushing at each other, because there is not much pushing going on. What you gain by comparing here is modest and consistent rather than dramatic.
The flip side is that nothing on this board is punitive. There is no market a Rwandan bettor needs to avoid on price alone.

Fortebet is roughly a point and a half clear of the next name overall and is the only house on this board that is competitive on every market at once.
The rest of the table is not close, and it does not appear to be trying to be. A bettor who defaults to the leader is not leaving much on the table, which is a rare thing to be able to say.

Bournemouth to win at Manchester City is available at 5.60 in one place and 6.40 in another. On RWF 5,000 that is RWF 4,000 of difference on a bet the market gives a 16% chance.
The ladder below is the mildest part of this board. A favourite is shaded by barely a point, and even a long shot by under four, which is a genuinely even-handed way to price a card.

When one house holds nearly everything, the interesting question is what the others are for.

The leader alone captures almost the entire value of the board. The names after it add coverage on the handful of outcomes it does not top, and very little else.
What the first round shows
A cheap leader is good news, until it is not. A market led by its keenest house is comfortable for bettors. It is also fragile, because nothing is forcing that house to stay keen. The coming rounds will show whether this is policy or an opening position.
The even-handed ladder is the standout. Long prices here are treated almost as well as short ones. If that holds, Rwandan bettors backing outsiders are getting a better deal than the shape of most boards would lead them to expect.
Watch the challengers. The gap between the leader and the field is wide. Any narrowing of it would improve every price on this board, and it is the single thing most worth tracking here.
